No, it did not cover the crucifix in the church. The priest found it in storage where it had sat unnoticed for 10 years, and decided to burn it in an exorcism ceremony with some other people.

He (Paul Kalchick) did not take it down, because it wasn't up. He was not declared insane, he is still at large and has not seen a doctor. What happened was a more senior priest had him removed.
Pope Francis says that God made LGBT people like that.

Despite being told not to go forward with it, he did so anyway "privately," ostensibly to not anger the gay community but likely in order to not anger his higher-ups, who found out about it anyway and removed him. Good on them, I say.
Besides, how can you claim that that banner is specifically supporting homosexuality? It could be referencing the rainbow in the bible story about the flood. You know, the one which said that God wouldn't try to destroy humanity with a flood again? (even though he'll destroy humanity in other ways eventually)
