So you want the World Bank to provide food and education for children... but also don't want any socialism?
If those are your terms, then no, I'm afraid they CAN'T do that.
I can see why a person of Vietnamese origin might not be fond of the French, and he or she certainly has plenty of experience with colonialism, Communism, and war.
As for the conspiracy part, perhaps he/she got the same sort of "welcome to the neighborhood" that I did: Here's a pie, we invite you to join our church, where we hate gays, Arabs, the NWO, etc.

Isn't it obvious? They want to weaken the rest of the world so that, when the time is right, it can all be conquered in the name of King Louis XXII whose family has been in hiding since the Revolution.

"Kleptocracy"
I had to look that one up, and to my surprise, it actually exists. The Wikipedia defines it as "a form of political and government corruption where the government exists to increase the personal wealth and political power of its officials and the ruling class at the expense of the wider population, often with pretense of honest service".
Now, call me cynical, but that, to me, describes just about every government that has ever existed throughout human history. So, some of these Latin-derived definitions might just be a little redunant.
This guy just needs professional help.
I suppose that can be said for pretty much any of the OPs on CSTDT, though.
