investigate the occurance and provide hypotheses to predict what might occur in the future: and, to control the circumstances under which this event may occur.

No, he never did. When he was finalising his theory, he was painfully aware of the reaction it would receive from organised religions because he knew it was at odds with orthodox teachings. He wasn't anti religion but just truly believed the validity of the evidence put forward supporting his theory.
