Rather than solutions offer easy villains to hate be they foreign governments or people on the homefront who in times of hardship you can get people to feel like they're doing better than they deserve. Jews were one example, an especially attractive example given how long-maligned they had been and how many visible examples managed to hold on to their wealth during a recession.
Get everyone pissed at those designated villains through lies, innuendo, falsifying links to genuine affronts, and implying everything under the sun if it will rile people up but always finding a way around having to prove or even stand by what you say when challenged. Abstractly link others to those designated villains to divide and conquer while setting up pretense for future actions. Even if they didn't particularly make sense.
Get elected, not necessarily for your popularity but your ability to appeal to just the right people while suppressing and intimidating those who oppose you.
Do what you want because the laws you rely on to enforce your will no longer apply to you, and then with no legal ability to do so publicly attack your enemies and "take back" everything they have in this world to add to your own coffers and use that money to fund initiatives that give you the appearance of success while actually solving nothing, relying on continued seizures of property, forced labour, and bad faith bargaining to create an illegitimate revenue stream while managing public perception to keep people from realizing it.
Find more people to designate as enemies and either rob and enslave them outright or set various aggressively punitive measures in place to bleed them over time making them work twice as hard to keep their heads above water while making sure you're the one to reap the benefits of their extra work and ready with a public denouncement to claim a moral victory and "I told you they wouldn't survive without leeching off us" speech if they get buried under the undue hardships placed on them while continuing to manage public perception to make it appear you were only punishing lawbreakers or supposed drains on society.
Try to link literally everyone and everything else to a nebulous plot to undermine you so that you have an easy justification to expand power and cast suspicion on anyone who challenges you foreign or domestic and portray any personal failure as just the secret plot of those enemies, who need to be further punished adding to the illegitimate revenue stream and cut-rate or entirely uncompensated labour reserves.
Play the victim when it blows up in your face.
Realize too late you seriously overestimated your actual muscle after building up a strongman image when the fake "enemies" have had enough of your shit and become actual enemies who make real moves against you because despite all your tough talk a lot of your plans were contingent on avoiding any meaningful challenge or countermeasures from the people you sold to the public as an aggressive enemy plotting against them.
Flat out lie about history to lionize yourself and your shortcomings while demonizing everyone else. Then as time passes idiots will completely reinvent what actually happened to fit their own narrative including glossing over the invasion of other nations as they try to solve problems in their own time by designating easy villains rather than tangible solutions.
