All that would happen in your fantasy world, where women are forced to wear tents, is that every rapist's defense would be that he only acted the way he did because a woman had broken the law by dressing too "provocatively". It certainly wouldn't reduce the number of rapes. If you really think that the only victims of rape are women in revealing clothes, then you haven't researched this subject at all. The reason why a woman gets raped is because of the way she dress.
