That would only be the case if the Noachian flood
occurred ~13,000 years ago when Lake Agassiz breached. That wasn't 'world-wide' though, nor was the historically probable Black Sea flood.

A relationship between the two might be likely if the volume of Agassiz was indeed as large as calculated, that is, enough to raise the global sea level by a handful of meters.
