So, under that logic, we can blame Bush for the current economic crisis.
Both the Clinton and Bush administrations dropped the ball when it came to acting on the information they received pre 9/11. Blaming it all on one man is ridiculous. It certainly didn't help that Kennith Starr and Monica Lewinsky had the Clinton admin. busy with a stupid sex scandal, which definitely distracted them from doing their actual jobs -- running and protecting the country.
And don't forget, it's ultimately Bin Laden and Al Qaeda who decided to hatch the plan... they deserve more blame than anyone else.
As far as the economy goes, the Bush administration and the general public can blame themselves for that one. Obama and co. have made some mistakes in trying to repair the damage, but the recession wasn't caused by them -- it was already happening long before they took office.

Both fucked things up. Clinton: Launched an ineffectual attack that that was akin to a kid throwing a rock at a hornets nest, giving little thought to what might happen. Bush: Was the kid who came later, got stung, and proceeded to chop down the tree holding the nest (edit: and the four or five trees nearby), burned it (them), pissed on the ashes and then blew the whole thing to kingdom come with about a bazillion cherry bombs.
