Not really that arbitrary. 18 is the age where complications due to childbirth become minimal, and the age at which both males and females are, on average, deemed to be mature enough to make their decisions regarding sexuality (and to basically be smart enough to not be exploited by men who want to marry 8 to 10 year old girls).
Basically, just because they can bear children doesn't mean that they should, and just because Islamic law does not forbid you from having sex with whomever you please does not give you the freedom to do so in countries where the secular law says otherwise.

It's true that temperatures affect average age of first menstration, not going to lie about that one. In the US, southern girls average about a year earlier than girls in the north.
I doubt the extremes of 8 to 22 as "typical" though I know there is s wide range.
Even if that kind of range were typical, and all the girls in Saudi Arabia or whatever fucked up country he's living in are biologically women, they are not mentally women. They're 3rd graders. And old men need to back the fuck off of 3rd graders.
