Health costs? Police costs? How about the number of people who use sex as a calming mechanism, so they don't do violent or unhealthy things instead? What about the documented evidence that regular orgasm helps cardiovascular health, the immune system and prevents certain types of cancers? (like testicular and uterian)

There can still be unwanted pregnancies within marriages, and thus, abortions, there can still be HIV/AIDS because it can be passed on through blood, and passed on to children, the guilt complexes are what would allow abstinence to occur in the first place, and abstinence to a large degree contributes to pedophilia, along with just generally screwing up the person if it is done for too long of a period of time.
Sexual repression is not as simple as you make it out to be.

Not, quite, but I agree that it would be a vast improvement in that direction. Unwanted pregnancies and such wouldn't be completely gone, but I am sure there wouldn't be nearly as many. Same for STDs and so on.
Of course, if people just flew everywhere by mental levitation, we wouldn't have to rely on vehicles anymore, so we could free ourselves of vast drains on our planetary resources and eliminate a gigantic source of pollution. And it's probably more likely to come to pass than what you're proposing.
