Because they are an effective shape for what they do. I.e Mug animals at the waters edge and eat them/kill a bunch of stuff in the sea and eat them. Crocs are ambush hunters of amazing ability. They pretty much didn't need to change that much to become more effective at their niche. Likewise Sharks show so much diversity within their group. From Basking shark (large, slow and plankton feeder) to the Great White (large, fast and a voracious predator)
Its just that sharks are so effective at what they do their basic structure hasn't changed that much. Hence the similarity between them and predatory whales.
