Ferns have such a high count because they've been around so long. Most of it's probably junk DNA (present but not activated) because they've been evolving for much longer than most things.
Again, proof of the process is not proof against it

Also, highest chromosome structure makes not a shred of sense: choose either the highest number of chromosomes or the most elaborate chromosome structure, but don't confuse the two.
