Soap and water prevent the first reason. Women who have had their genitals mutilated experience constant urinary infections, Pelvic inflammatory disease, difficulty in child birth, and a host of other health problems.
The clitoris is there for a reason. Using your logic, penises should be cut off because they increase in size. Those 'spasms' you refer to are orgasms, and will not cause any inflammation.
There is no such thing as 'excessive' sexual desire. You want your women to have NO sexual pleasure, because if they do, then they would all realise you are dickless assholes.

That's nothing to the annoying habit of the husband's genital organ to increase in size to about 12 centimeters when aroused.
Why would the size of the clitoris be annoying to the husband when not having intercourse?
Those spasms of the clitoris; that's an orgasm, stupid. At least we don't spray sticky semen everywhere, like men do when they are having an "inflamation".
I would hazard a guess that a vast majority of women in the world are NOT circumcised. We apparently manage fine with the design God gave us, without any rancid secretions, pain or husbands who are annoyed that we enjoy having sex with them.
