Second, the tactics one uses to rule aren't in question. If one rules through seduction, one still rules.
Third, men demean themselves when they rule through violence and/or treachery. Why should seduction be considered beneath these methods. I suspect it is only because you can't seduce anyone.

I assume the subtext here is supposed to be that that's the way it should be.
Taking the quote literally it's almost accurate - being able to think of a few other examples doesn't really change the point. It doesn't mention that the reason it's so hard for women to be powerful is an artificial restriction by a patriarchical society, not a natural thing, though.
I do suspect that the subtext is implied, though.
