Because it's set in a world where magic exists. It's also a world where animals talk, dragons roam wild, and magic potions can change your appearance. Shrek isn't suggesting you should go careening through a potion factory in the real world, or recruit the nearest cat as a sidekick, so why should it be promoting divination in the real world either?
By allowing these influences, McDonald's is numbing the hearts and minds of children.
If the kids never go to see the film, they won't know that Shrek is immoral, coarse, or unappealing from one little plastic toy. So why doesn't Judith just avoid taking her kids to see Shrek? They could stay home and rent something more suitable.
