Look, I'm not a big fan of the whole fetish that the Hindutva Right has with cows either, but I don't think rape is sanctioned by any of them. Hell, just recently the government passed the (how do links work?) Juvenile Justice Bill through both Houses of Parliament in response to the 2012 Delhi rape case, after one of the perpetrators was a minor and was therefore, in public view, 'got away' with three years in juvenile home, while all other survivors were sentenced to death by hanging. (Personally I think it's a knee-jerk reaction motivated by public outrage that could cause major repurcussions nobody seems to have thought of or cared about, but that is another argument, and it shows rape is hardly sanctioned by the culture as a whole).

It's not perfect, no country is, but this is not some phenomenon unique to India, or especially prevalent here. Sexism, yes, very much so. Rape-excusing assholes, yes. Rape itself, not so much once you look at the stats themselves.
