Well, propaganda IS fictional (or at least in general effect, though it may contain some actual facts). However, the point is that propaganda generally is falsely presented as being true, with the idea of promoting a particular ideology. One excellent example of this is Genesis, among certain other books in the Bible (probably most, in fact).
Oh, and don't forget the other kind of propaganda: A socially correct male goose.

Hitler's propaganda films (or, I should say, Goebbels' propaganda films) were not marketed as fiction, and that was where the majority of the problems lay. Much like holy texts.
